Don't worry, Doug, they'll still sell you one even allowing for you being Californian :)
You'll probably spend as long speccing it out as you will building it...unless you've already got a fixed idea of what you want! Have you looked into the registration process, or can it be covered by that new limited-number law, whatever it's called?
I think we have a user or two that can chime in on californian registration and smog.
