    Can't give you a definitive answer Ian but my Punto has a horn that works with the ignition off and, if you're intending to use the horn as part of an alarm system it's pretty useless without a permanent live feed!

    The Road Vehicles (Construction and Use) Regulations 1986 1986 No. 1078 PART IV E
    Regulation 99

    Allows for the fitment of a horn that can be sounded when a vehicle is stationary, to warn other road users of the vehicles presense (i.e. you could use it if another vehicle was going to reverse into you, and you were stationary with the ignition off) so that the fitment of the horn with a permenant live feed is lawful, but not a legal requirement.
