That one has already started to delaminate. you can see where the rubber is pushing out.
Having seen a few fail now itappears as though the moisture works its way down between the rubber and the pulley which results in a layer of rust being the only thing which is attaching the outer part to the inner.
Pictures below of one we had which was delaminating. once the outer was cut away you can see that the damper was only held on by approx. 1/3 of the contact area due to the corrosion.
