My car was registered 2023 the engine is from a 2004 GT 3.2 donor and the the tax is 360.
Jim clearly has 'connections'......

No, it is isn't linked directly to the car it is removed from.
All cars from that pre 2001 period were taxed on their engine capacity. Ie upto 1549 cc & over 1549 cc.
An IVA emissions test alone cannot determine the CO2 g/km emissions figure that a low volume car produces to position it in bands A to M that the 2001 to 2017 VED rates are charged at.
Because this g/km figure is not identifiable the tax rates simply revert to the older pre 2001 engine capacity system.
I do not know why Jim's car is cheaper on road tax, it is most likely just related to something being inputted incorrectly at the DVSA at first registration and they have simply mixed up the 6 month cost with the 12 month cost on the system.

It is getting ridiculous though. 12 months tax on my V8 Vantage (2007) is ?760 now......and I do so all miles in it. My daily drive 2015 Mondeo Diesel is only ?35 and I do 10 times the mileage.
As I say, I have given it no thought and assumed everything was correct. I am not inclined to ask DVLA to clarify it tho.
Following on from the notion of DVLA making an error at their end, a friend and I had pretty much identical spec and aged V8 Vantages for a few years and his Tax was a fraction of mine and any online checker confirmed that so maybe an error at source does happen? Mind you, my tax just pays for it to sit indoors so still seems poor value.
In saying that, they want ?620 a year for my Defender but again only ?195 for my McLaren. Swings and roundabouts

Never expect it to make any actual sense....
My former MB hybrid was ?0 p.a. until this April when it went up to ?20 p.a. The car that replaced it has no exhaust pipe, but is ?195 p.a. At least it isn't liable for the 'luxury' tax, so that's something....until they decide to change that I suppose.
Westfield & Midlana are both PLG class and ?360 p.a.
Jim, I reckon they have listed your car as a 'normal' 2021 vehicle (or whatever year it was IVAed) which is ?195. Anything registered after 2017 is ?195 once the ridiculous 'expensive' car tax lapses. Which doesn't apply to IVA cars.
