I'm guessing it would have been road registered when being used as a rally car - but then not as the race car ! Chassis looks very similar - even with the poor focus

I think Lionel still has the V5 though. Probably it became a racecar pre-SORN era?
And knowing Lionels paperwork standards the V5 has been shoved in draw and forgotten about.
